It is a pleasure to welcome you to the National Excellence Institute (NEI), where we are dedicated to providing a student-centred learning environment that fosters academic excellence, innovation, and personal development.
Although our journey has only just begun, we are proud to lay a strong foundation built on our commitment to quality, accountability, and continuous improvement. Guided by our vision to become a recognized centre of excellence in higher education and research, NEI is focused on developing robust academic and quality assurance systems that meet national and international standards.
Our aim is to equip students with the skills, knowledge, and values required to become socially responsible, globally competent, and innovative problem-solvers. Through effective quality assurance mechanisms and a culture of collaboration, we remain committed to supporting our students at every stage of their academic journey.
We are excited about the path ahead and look forward to strengthening NEI’s role as an institution that empowers learners to shape their futures with confidence and purpose.

Background
The National Excellence Institute (NEI), Islamabad, is established with the vision of delivering student-centred education and research. In the rapidly evolving higher education sector of Pakistan, where quality, accountability, and transparency are central themes, NEI’s Quality Assurance and Quality Management (QA&QM) Policy ensures that the institute’s programs meet the highest academic and professional standards.
This policy is rooted in the framework provided by the Higher Education ComMissionn (HEC) of Pakistan, particularly the Undergraduate Education Policy (UEP 2023) and Pakistan Standards and Guidelines for Quality Assurance (PSG-2023). NEI is committed to aligning its policies with national priorities and international benchmarks.
Vision/Mission
To be recognized as a centre of excellence in student-centred higher education and research, producing graduates who are globally competent, socially responsible, and innovative problem-solvers.
To foster a culture of quality, accountability, and continuous improvement by ensuring student-focused teaching and learning, implementing robust quality assurance and quality management systems aligned with HEC and international standards, and enhancing academic and support services through innovation and evidence-based practices.
QA & QM Policy Objectives
The Quality Assurance and Quality Management (QA&QM) Policy of National Excellence Institute (NEI) seeks to achieve the following objectives:
- Implement the Quality Assurance Framework of the Higher Education ComMissionn (HEC) in letter and spirit.
- Ensure full compliance with national and relevant professional accreditation bodies.
- Establish robust self-assessment, internal review, and academic audit systems.
- Institutionalize student-centred feedback mechanisms for continuous improvement.
- Collect, analyze, and manage reliable data for national and international rankings.
- Support faculty development in quality assurance and quality management practices.
- Recognize and promote faculty and student achievements in academic and research excellence.
NEI’s QA&QM Policy is guided by the following core principles to ensure effectiveness, credibility, and sustainability of quality assurance practices:
- Student-centred teaching, learning, and assessment.
- Transparency and fairness in academic and administrative processes.
- Evidence-based decision-making supported by reliable data.
- Commitment to continuous quality improvement.
- Alignment with HEC policies and internationally recognized quality standards.
National Excellence Institute (NEI) has established a Quality Enhancement Cell (QEC) as the central body responsible for planning, monitoring, and implementing all QA&QM activities across the institution.
The QEC reports directly to the Vice Chancellor / Head of NEI and works in close coordination with academic departments, accreditation councils, and the HEC Quality Assurance Agency. The Cell plays a key role in ensuring institutional compliance with national and international quality standards.
In addition, the QEC facilitates regular training and capacity-building sessions for faculty and staff to promote awareness of quality assurance practices and ensure compliance with established QA&QM requirements.
Implementation of Quality Assurance and Quality Management
To ensure quality across all academic and administrative departments, the National Excellence Institute (NEI) implements Quality Assurance and Quality Management (QA&QM) activities in line with the guidelines issued by the Higher Education ComMissionn (HEC) and the respective accreditation councils and bodies.
All academic programs at NEI undergo an annual self-assessment to ensure that learning outcomes, curriculum design, faculty qualifications, assessment methods, and infrastructure meet the prescribed national and accreditation standards.
Heads of Departments are responsible for ensuring the preparation of the Self-Assessment Report (SAR) as prescribed in the HEC Self-Assessment Manual. Focal persons for quality enhancement cell (FPQECs) at departmental level are responsible for coordinating and following up on all self-assessment activities.
The self-assessment process at NEI includes the following steps:
- Issuance of Self-Assessment notification by the Quality Enhancement Cell (QEC).
- Compilation of Program Team (PT) data.
- Review of the Self-Assessment Report (SAR).
- Validation by the Assessment Team (AT).
- Conduct of exit meeting with relevant stakeholders.
- Monitoring and implementation of the action plan.

Achievements
We are proud to announce a groundbreaking achievement — an MOU has been signed with Istituto Doria, creating the first South Asian Vocational Training Joint Venture.
This partnership opens doors for students to learn advanced skills in Italy and gain direct pathways to earning and employment opportunities across Europe.
Additionally, the National Vocational and Technical Training ComMissionn (NAVTTC) and Pakistan Education Endowment Fund (PEEF) have also signed MOUs with Istituto Doria, strengthening global collaboration and creating more international opportunities for youth.
NEI is committed to empowering students with world-class training, global skills, and a future full of international possibilities.
Activites
The Faculty Development Program was successfully conducted at the National Excellence Institute, with enthusiastic participation from faculty members across all departments. The seminar was organized by the Quality Enhancement Cell in collaboration with the Academic Head. The keynote speaker, Dr. Attique Raza, delivered an insightful session emphasizing educational ethics and addressing the gaps between instructors and students. The faculty remained highly engaged, and all members showed enthusiastic participation, particularly during the interactive question-and-answer segment.
Furthermore, Dr. Raza highlighted the major physical and mental health challenges currently faced by the younger generation and discussed the significant impact of social media on individuals’ lives and relationships. The program concluded with a certificate distribution ceremony to acknowledge high-achieving faculty members.

The Education Expo – HITEC was held at Musharraf Hall, HITEC Schools and Colleges, Education City, Taxila Cantt. The expo provided students with a structured and informative platform to explore higher education opportunities, professional degree programs, and future career pathways.
National Excellence Institute participated alongside leading academic and professional institutions including Pak Austria Fachhochschule, National University of Sciences and Technology (NUST), National University of Technology (NUTECH), HITEC University, Institute of Chartered Accountants of Pakistan (ICAP), Institute of Cost and Management Accountants of Pakistan (ICMA), University of Wah, Wah Engineering College, Eurasia, and Web Consultant.
The expo witnessed strong student participation. Students actively engaged with institutional representatives, sought guidance on adMissionns and eligibility criteria, and collected informational material related to academic planning and career development.
Students showed particular interest in the academic programs offered by National Excellence Institute, specifically BS Psychology, Doctor of Pharmacy (Pharm-D), Computer Sciences, Doctor of Physical Therapy (DPT), and Bachelor of Science in Nursing (BSN).
The Education Expo – HITEC proved to be a successful and impactful initiative. National Excellence Institute’s participation enhanced institutional visibility and outreach, while students benefited from informed guidance to support sound academic and career decisions.
Memebership
National Excellence Institute (NEI) is committed to strengthening its quality assurance framework through active engagement with national, regional, and international quality assurance networks. The Institute will apply for and maintain memberships with recognized quality assurance bodies to support benchmarking, capacity building, and access to best practices.
The Quality Enhancement Cell (QEC) at NEI is responsible for processing, coordinating, and managing all membership applications with international and regional quality assurance agencies and networks, subject to approval by the competent authority.
At present, NEI does not hold memberships with any international or regional quality assurance networks. However, the Institute plans to apply for the following memberships in the future:
- International Network of Quality Assurance Agencies in Higher Education (INQAAHE)
- Asia-Pacific Quality Network (APQN)
- Association of Commonwealth Universities (ACU)
- The Talloires Network
- International Association of University Presidents (IAUP)
- Association of Management Development Institutions in South Asia (AMDISA)
- United Nations Academic Impact (UNAI)
- Association of Quality Assurance Agencies of the Islamic World (QA-Islamic)
- Any other membership as approved by the competent authority
